The module is based on the study of "morphological dimension" that characterizes the phenomena of the public administration. Thus, it focalizes on the variables / strategic forces that contribute to determining the performance: organizational structures (models), procedures (analysis tools and streamlined) , the human factor (the management of human resources), the administrative organizational culture and climate (models and methods of change). The module also provides an analysis of intergovernmental relations and networks in the new perspective of the state of the network and network governance and multi-level governance.
The program is the study of "physiological dimension" that characterizes the phenomena of the public administration, with particular reference to the main and separate processes that help to determine the nature and role in the perspective of "institutional sustainability": the communication process; decision making; the implementation process; the assessment process. It also detailed some new types of activities that redefine the role of public institutions as a strategic development processes: social marketing and local marketing. Finally, it addresses the issue of the reform of public administration and administrative change.
