Learning Objectives

Knowledge and understanding
The course aims to provide students with an adequate knowledge of labor law in the public administration, having regards to similarity or differences comparing to private sector labour and trade union law.
Ability to apply knowledge and understanding
At the end of the course, the student will be able to understand the fundamental principles and main rules characterizing the work relationship in public sector.


Course Structure

Lectures with slide support. Students can actively partecipate.

Should teaching be carried out in mixed mode or remotely, it may be necessary to introduce changes with respect to previous statements, in line with the programme planned and outlined in the syllabus.

Normally, examinations will take place "in presence". Learning assessment may also be carried out on line, should the conditions require it.



Detailed Course Content

Historical genesis and principles of public employment's law. The public labour law in the Italian Constitution and in the law. The trade unions law. Collective agreements in public administrations. The collective bargaining and its structure. The legal forms of public employment. The flexible contracts. The contract of employment and its discipline. The organization of workers: duties, qualifications, categories. The career of public employees. The role of public management. The trial rules.
