Learning Objectives

Social policy analysis and planning processes
The module aims to provide a sociological insight into the specific features of the Italian social policies and the way in which it is possible to analyse the relationship between social “problems” and social “services”.
Normative instruments and decision making structures
The module aims to provide insight into the specific features of the Italian social policies and the way it is possible to analyse the relationship between the local collection of relevant information and the planning activity in welfare institutions.
Models of social policy planning
The module aims is to provide theoretical and practical knowledge about the nature of the different social planning models and the different interpretive perspectives in defying public programs.
Theories, methods and techniques of evaluation
The module aims is to provide the basic knowledge to understand and distinguish the purposes of the main evaluation approaches, analyzing the pros and cons of its applications in the social policies.

Detailed Course Content

Social policy analysis and planning processes
The course aims to describe the framework of social policies in Italy, the normative evolution of the system of social protection, the most recent transformations and current characteristics.
Normative instruments and decision making structures
The course aims to focus the concepts and the methodological steps necessary to identify "decisions" on social policy, the decision-making chain within welfare organizations and the procedures and constraints which characterize the activity of planning in complex contexts. In particular, activities in class will be oriented towards two areas of recent social planning: 1) adult marginality and homeless and 2) fight against poverty and income support.
Models of social policy planning
The third module introduces the main social planning models, highlighting the development and application fields through some case studies, emphasizing also the role of implementation mechanisms in the in the provision of public services.
Theories, methods and techniques of evaluation
The fourth module introduces the evaluation logic basics, the main evaluation theories with particular reference to Theory Based Evaluation. The module also provide theoretical and practical knowledge on processes, tools and roles of monitoring in the planning and evaluation processes.
