Learning Objectives

Knowledge and understanding
The course introduces students to the fundamentals of European Union Law and provide them the tools to develop a critical view of the European integration process and its own dynamics. The course aims, therefore, to contribute to the knowledge of the legal system of the European Union in its current and concrete way of being and working, from the side of the citizen and from his/her ability to effectively enforce the rights raising from the EU legal system.
Applying knowledge and understanding
The purpose of the course is to enable students to demonstrate knowledge and understanding that extend and/or strengthen the skills acquired; to develop and / or apply original ideas, even in a research context; to apply knowledge, understanding and ability to solve legal problems; to integrate knowledge and handle complexity, including reflecting on social and ethical responsibilities linked to the application of their knowledge and judgments; to clearly communicate findings and knowledge to specialist and non-specialist operators.


Course Structure

Taught classes, student-centred lessons, seminars, meeting with experts, classroom exercises.

Should teaching be carried out in mixed mode or remotely, it may be necessary to introduce changes with respect to previous statements, in line with the programme planned and outlined in the syllabus.



Detailed Course Content

The course offers an overall introduction to the law of European integration. It is broadly organized in two Parts.

Part I provides an overview of the historical and legal backgrounds of supranational cooperation, its normative and institutional structures and policy-making models, as well as of the enforcement of EU law vis-à-vis the Union, the Member States, and individuals with a focus on the role of EU and national courts.

Part II aims at discussing the main carachters of the internal market and the general normative framework of the EU fundamental freedoms.

  1. Origins and Developments of the European Integration Process. The Treaty on European Union and the Treaty on the Functioning of the European Union
  2. The system of Union competences
  3. Institutional framework of the EU
  4. Sources of Law
  5. The EU Judicial System: Structure, Functions and Procedure
  6. EU external relations

Part II (The internal market)

1. The free movement of goods

2. The freedom of establishment

3. The freedom to provide services

The basic readings for this course will consist of a choice from the following options: A), B) or C). Electronic materials will also be used (please check at Studium, EU Law, on line blackboard page)

A) This option is suggested only to students who have reguralry attended the EU Law Course.

C) This option can also be chosen by international and Erasmus students, a well as by Italian students able to show sufficient knowledge of English language (at least a B2 certified level). The written final test will be in Italian, except for specific cases previously authorized (the suggested volume is available at the Law Library, 24 Gallo str., III floor).
